DES MOINES, IOWA ? Newark Mayor Cory Booker will not be making an appearance in Iowa next month.
The University of Iowa?s website says that the Democratic candidate for Senate from New Jersey will be giving a lecture on the Iowa City campus on Aug. 29. But Booker campaign spokesman Kevin Griffis says Monday that Booker will not give the speech.
Griffis says the speech was scheduled before the special Senate election was called in New Jersey. He says they had since cancelled the event, but there had been some kind of miscommunication.
The potential of a Booker visit to Iowa drew attention because of the state?s presidential caucuses, which prompt speculation about politicians who schedule events in Iowa.

Francisco Garzon is now under arrest, as the investigation centers on his role in the crash that killed or injured almost everyone on board. NBC's Keir Simmons reports.

SANTIAGO DE COMPOSTELA, Spain - The driver of a Spanish high-speed train that derailed and killed 79 people was released pending trial on charges of reckless homicide, a judge ruled on Sunday night.
Francisco Garzon, 52, had been under arrest since Thursday. He is suspected of driving the train too fast through a tight curve on the outskirts of the northwestern Spanish city of Santiago de Compostela.
Examining Magistrate Luis Alaez formally charged Garzon with "79 counts of homicide and numerous offences of bodily harm, all of them committed through professional recklessness," the court said in a statement.
In a closed-door hearing before Judge Alaez, Garzon admitted taking the curve too fast, blaming it on a momentary lapse, according to media reports.
Alaez set the following conditions of release: Garzon must check in regularly with the court, surrender his passport and not drive trains.
None of the parties in the case, which include state train operator Renfe, state railway firm Adif and two insurance companies, had asked for Garzon to be jailed pending trial, and he was not seen as a flight risk, the court statement said.
At 8:41 p.m. on Wednesday the eight-carriage, high-speed train slammed into a concrete wall, crumpled, and some of the cars caught fire. The impact was so strong that one of the carriages was thrown several meters high over an embankment.
The death toll from Spain's worst train disaster in decades rose to 79 after one injured person - a woman from the United States - died on Sunday.
Seventy people remain hospitalized with injuries from the crash, 22 are in critical condition.
Garzon has worked for Renfe for 30 years, 10 as a driver. His father also worked on the rails and he grew up in Renfe-owned housing in the northwestern town of Monforte de Lemos and went to school with other train-workers' children.
After the accident he was hospitalized with a head injury. On Saturday he was released from the hospital but remained in police custody until he was taken to the hearing at Santiago de Compostela's main courthouse.
Neither lawyers nor members of Garzon's family could be reached for comment.
Alaez has been assigned to investigate the case and will also look at whether the train, the tracks or the security system that slows down the trains were at fault.
UP TO THE DRIVER
The Alvia train involved in the accident, one of three types of high-speed train services that run in Spain, received a full maintenance check on the morning of the journey, the head of Renfe said, and security systems were in good shape.
"As far as we know, the train was in perfect condition when it set off on its journey," Renfe President Julio Gomez-Pomar told newspaper ABC.
The Alvia trains run both on traditional tracks, where drivers must heed warning systems to reduce speed, and on high-speed tracks where a more sophisticated security system will automatically slow down trains that are going too fast.
At the section of the track where the accident happened, it was up to the driver to respond to prompts to slow down.
Gomez-Pomar rejected criticism that the safety system was insufficient, saying the debate "does not make much sense".
CELEBRATIONS CANCELED
The city of Santiago was meant to be celebrating the yearly festival of St. James on July 25, with thousands of Christian pilgrims arriving after walking the famous Camino de Santiago ancient pilgrimage trail.
A week of concerts and other cultural events were canceled after the train crash on the eve of the festival. On Sunday, black ribbons of mourning hung on the empty stages that had been set up.
Pilgrims, many of them fresh off the trail and carrying backpacks, crammed into a standing-room-only Mass in Santiago's centuries-old cathedral where they were asked to remember the victims of the accident.
At the cathedral gates, along with flowers and candles commemorating the dead, some people left walking sticks from their journeys and others placed shells, the symbol of St. James and badge of honor for the pilgrims who complete the journey.
Prime Minister Mariano Rajoy, who visited the crash site after the tragedy, is due to return on Monday to Santiago, the city where he was born, for an official funeral ceremony for the victims.
Dolores Mato, 57, a shopkeeper who works close to the ancient cathedral, expressed sympathy and grief for the victims and their families, but also for Garzon, who she said had been "crucified" in the media.?

A reported three million people jammed Rio de Janeiro?s Copacabana beach Sunday to get a glimpse of Pope Francis as he brought a whirlwind trip to his home continent to a close with a Mass, during which he called on young people participating in World Youth Day to extend their Catholic faith ?to the fringes of society, even to those who seem farthest away, most indifferent.?
?The church needs you, your enthusiasm, your creativity and the joy that is so characteristic of you,? Pope Francis said to the massive crowd, one of the largest turnouts for a papal Mass in recent history, according to The Associated Press.
?Where does Jesus send us?? the pontiff asked the audience. ?There are no borders, no limits: he sends us to everyone. The Gospel is for everyone, not just for some. It is not only for those who seem closer to us, more receptive, more welcoming. It is for everyone.?
Millions of people packed Brazil's Copacabana beach Sunday, and more were expected, to attend the Pope's final Mass of his trip to the country. NBC's Anne Thompson reports.
The celebration of the Mass marked the climax of his week-long trip to the capital of Brazil and neighboring Sao Paulo, where legions of fans and the faithful celebrated a pope who has quickly gained in popular appeal. It also crowned World Youth Day, a biannual gathering of young Catholics.
Over the course of Francis' visit ? his first foreign tour since he was elected March 13 ? the pontiff presented a broad sketch of his key papal priorities: charity for the poor, bringing priests closer to the people, and re-evangelizing regions where Catholics have left the church ? particularly Latin America, where the Catholic population has dramatically shrunk.
"I would like Christ's command ? 'Go' ? to resonate in you young people from the church in Latin America, engaged in the continental mission promoted by the bishops," Francis said in his homily Sunday. "Brazil, Latin America, the whole world needs Christ!"
Many of the pilgrims who packed Copacabana beach early Sunday slept overnight to secure a spot at Mass, some pitching tents and camping out in sleeping bags. Normally a sea of bikinis and swimsuits, the world-famous beach was, instead, crammed with Bibles, rosaries and crucifixes as worshipers convened to hear Francis.
?We were dying of cold but it was worth it,? Lucrecia Grillera, 18, told the AP. ?It was a tiring day, but it was a great experience.?
The Vatican said that over 3 million people flooded the beach for closing Mass, based on data provided by World Youth Day organizers and local authorities, eclipsing the one million people at 2011 ceremony in Madrid and the 850,000 on hand for the 2002 ceremony in Toronto, according to the AP.
And yet the Rio crowd fell short of the estimated 5 million people who swarmed Pope John Paul II?s 1995 closing Mass in Manila, the capital of the Philippines, according to the AP.
Francis announced Sunday that the next World Youth Day would be in Krakow, Poland in 2016.
En route to the beach, Francis received a welcome befitting a rock star, as admirers flung well-wishes, kisses and gifts at the pontiff as he rode to the service in an open-sided car. Straight-laced Vatican bodyguards smiled as they moved along the pope?s vehicle, swept up in the ecstatic energy surrounding the convoy, according to the AP.

The pontiff is making his first visit overseas since he was elected in March. An estimated 2 million people are expected to greet him.
It was Francis? second day addressing a massive audience on the beach. He spoke on Saturday to a crowd estimated by the Vatican to have climbed above 2 million people.
In his speech, he encouraged Brazil's young people, who have protested against corruption in their country, to continue their efforts to change society by fighting apathy and offering "a Christian response."?
He received yet another rapturous reception, stopping his popemobile several times to kiss babies.
On Thursday, Pope Francis underlined his mission to lead a ?church for the poor? Thursday, preaching against ?selfishness and individualism? in an address to a rain-soaked Rio slum.
He was cheered by residents of the Varginha favela who hung out of windows and stood on rooftops just to get a glimpse he gave his address from a vast, muddy soccer field.
Dignitaries including Brazilian Vice President Michel Temer were on hand at Rio's Antonio Carlos Jobim international airport to say goodbye to Francis on Sunday afternoon, according to the AP.
In his farewell remarks at the airport, the pope thanked the people of Brazil for "showing so much affection and friendship."
"I shall miss the natural and warm smiles I have seen in so many faces, and the enthusiasm shown by the volunteers," he said.
"I know that Christ is truly present in the lives of countless young people and in the lives of many whom I have met during this unforgettable week."

DETROIT (AP) ? When Doug Fister is in a groove, the innings can fly by pretty quickly.
"I do take pride in going fast. It's a fine line between working fast and hurrying through your delivery," the Detroit right-hander said. "You keep your defense on their toes. They're more behind you when you're working fast at a good tempo."
Fister pitched eight innings without allowing an earned run on Friday night, and Alex Avila's two-run double in the fifth gave him all the support he would need in the Tigers' 2-1 victory over the Philadelphia Phillies. Fister allowed three hits and a walk ? and the game was finished in a crisp 2 hours, 24 minutes.
"Pretty easy when you're pretty much on the same page, and he's getting it, getting it back up there and throwing it," said Avila, Detroit's catcher. "When he's throwing strikes and getting guys out, it's pretty fun."
Avila's big hit sent the Phillies to their season-worst sixth straight loss.
Cole Hamels (4-13) was trying to protect a 1-0 lead for the Phillies when he allowed the bottom of Detroit's order to break through. After a one-out walk to Hernan Perez, Ramon Santiago and Avila ? the No. 9 batter ? hit back-to-back doubles.
"Changeup. He threw a hanger ? that's what it was. I just saw it out of his hand, and it was up, and put a pretty good swing on it," said Avila, who is hitting .187 on the year. "It was just a good all-around baseball game ? good pitching, a lot of tense moments ? a fun game."
Santiago was playing third base in place of slugger Miguel Cabrera, who hasn't played since Monday because of an injured left hip.
Fister (9-5) struck out six. Joaquin Benoit pitched the ninth for his 10th save in 10 chances.
Darin Ruf grounded out with a man on third to end it.
With the Phillies struggling to stay in playoff contention, the trade deadline might take on added significance for them.
"I think it might be bothering them," manager Charlie Manuel said of his club. "We've got a lot of young, inexperienced players, and they get concerned about where they are going to be playing and who is going be traded. That didn't used to be the case, but things are all over the place now and they read it all."
The Tigers were without Cabrera, outfielder Torii Hunter (left Achilles) and second baseman Omar Infante (sprained left ankle). The Phillies were short-handed, too, with first baseman Ryan Howard and outfielders Domonic Brown and Ben Revere on the disabled list.
In the middle of their latest loss, the Phillies announced left-hander Cliff Lee would miss Saturday night's start because of a stiff neck.
Philadelphia took a 1-0 lead with a third-inning run off Fister. John Mayberry Jr. reached on an error by Perez, the second baseman. One out later, Carlos Ruiz hit a single, and Michael Young followed with an RBI single to snap an 0-for-12 skid.
But Fister struck out the next two hitters to get out of that jam. After Ruf's single in the fourth, no more Phillies reached base until the eighth.
Young drew a two-out walk then, but Fister retired Kevin Frandsen on a groundout and walked off to an ovation from the Comerica Park crowd.
Benoit allowed a leadoff single by Jimmy Rollins. With one out, Rollins stole second, and with two outs, he stole third. But the Phillies couldn't get him home.
Santiago had a nice all-around game. Young led off with a grounder toward the hole between Santiago and shortstop Jhonny Peralta, and Santiago made a diving stop to retire the Philadelphia third baseman.
In the fifth, Santiago's double down the left-field line brought Avila to the plate in a second-and-third situation. Avila hit a drive to the gap in left-center to score both runners.
Hamels allowed two runs and six hits in seven innings. He walked three and struck out six.
NOTES: Philadelphia's Delmon Young was hitless in his return to Detroit, where he was the MVP of last year's AL championship series for the Tigers. ... Detroit's Max Scherzer (14-1) faces Philadelphia's Raul Valdes (1-0) on Saturday night.

The size of each state in the graphic represents the amount of electricity consumed in that state "for light and power" and the green numbers represent the state's rank in the U.S. for total electricity consumption. This particular graphic was first published in?Literary Digest's April 23, 1921 issue. Further proof that the current resurgance of "infographics" is hardly novel!

The graphic sparked my curiosity: what accounts for the very low electricity usage across most of the U.S. south or the fairly high usage in many of the western states? How do these rankings compare to the population of each state in this era? What does this graphic tell us about the relative industrial might or economic status of each state?
I don't have a ton of answers to these questions, and hope our readers can help provide their theories and evidence. Please chime in in the coments below.
However, I did compile a comparison of the state rankings for electricity consumption in 1921 with the state's ranking for population as of the 1920 U.S. census. I've flagged each state where their ranking in electricity consumption diverges from their population ranking by at least 5 positions. BEVERLY HILLS, Calif. (AP) ? Keith Olbermann isn't planning to talk politics on his new late-night sports show, although he will make an exception for a certain New York mayoral candidate.
Asked about Anthony Weiner's new sexting scandal and the candidate's online alias "Carlos Danger," Olbermann joked that Weiner "stole a great fake hotel sign-in name" that he would have liked to use.
He told the Television Critics Association summer meeting on Wednesday, "I guarantee you Carlos Danger will wind up in the first show."
He added, "The idea that anyone could call themselves, under any circumstances and for any reason, Carlos Danger is a tribute to something about him."
Olbermann's self-titled show originates from Times Square studios in New York and debuts on Aug. 26 on ESPN2. Airing at 11 p.m. EDT, it will focus on the day's sports topics through a mix of commentary, interviews, contributors, panel discussions and highlights.
Olbermann said there is no content clause in his contract that would prevent him from talking politics, something he did for eight years as a prime-time host on MSNBC and for a year on Current TV ? two stints that ended poorly. He quit MSNBC and was taken off the air at Current TV and later sued.
"It's been wonderful not talking politics," he said. "It was a lot of work and it took a lot out of me."
Olbermann had his first rehearsal on Wednesday. The job brings him back to ESPN, where he worked from 1992-97 with some controversy.
"It will be a sportscast with my stamp on it," he said, adding that plans include a segment on the Worst Person in the Sports World and clips from his previous life on ESPN.
"It's important to acknowledge I was there before," he said, but at same time, "I don't think the audience is that interested in hearing me say, 'Good evening, I'm sorry, and proceeding like that.'"
Olbermann noted that one of the people instrumental in bringing him back was ESPN executive Norby Williamson, a producer on his old "Sports Center" telecasts with whom he had "screaming matches."
"I'm listening, oh, just a little bit more than I used to to other people's ideas," Olbermann said.

A Morgan County man was arrested in connection with a moonshine operation uncovered while police were responding to a call about a horse.
According to WAFF, someone called about the welfare of horses at 120 Mardis Point Road in Joppa. Deputies discovered a horse in poor condition, but when they started looking for water for the horse, they spotted a moonshine still.
ABC agents were called to dismantle the still.
Daniel Wesley England, 36, was arrested and charged with illegal possession of prohibited liquor. His bond was set at $300.
The investigation is ongoing and more arrests are possible.

Is the antagonism toward local school districts justified? In Making the Grade: The Economic Evolution of American School Districts, William A. Fischel argues that it is not. Fischel adopts the prevailing economic view of the function of local governments in our unique system of fiscal federalism: local governments, both general-purpose governments and special tax districts are like businesses, property owners are equivalent to shareholders, and local officials create value by maximizing property values within their jurisdictions? boundaries via the provision of services and amenities that can be more efficiently financed collectively than by individual property owners. This basic logic underlies local reliance on user fees and property taxes, which, where assessments reflect market prices, are the economic equivalents of user fees.
According to Fischel, school districts play a central role in this system, because of the importance of schools to a critical class of property owners: homeowners.
?A significant factor for many people deciding where to live is the quality of the local school district, with superior schools creating a price premium for housing. The result is a ?race to the top.? as all school districts attempt to improve their performance in order to attract homeowners.? Fischel also argues that locally funded schools, especially those funded by ad-valorem property taxes, provide homeowners with the motivation to monitor and control local jurisdictions, because amenities and taxes are capitalized in the value of their largest asset, their homes, and local governance gives them an opportunity to do so. Finally, he provides evidence that home prices are more responsive to district boundaries than to the boundaries of school attendance zones, which he attributes to the special role played by local school districts in the accumulation of community-specific social capital, ?mainly through the networks parents establish,? which spills over to a wide array of collectively provided services and not just to schools.
?In defending school districts supported in part by local property taxes, Fischel also questions voucher programs, noting that their greatest virtue is also their greatest vice: greater competition among schools erodes location-specific social capital.
The tax-financed, local public school system makes ?exit? (to private schools) more costly, which in turn promotes more ?voice? within the community. Parents will inevitably seek to make their voices heard in their children?s schools, wherever they are located. Public schools induce those within the same jurisdiction to have a more common voice in self-governance in other community matters.Critics of Fischel?s argument in favor of linking resources to location typically ground their claims on two priori beliefs. The first has to do with the demand for educational services, the second with democratic governance. The first of these is that education is primarily a public, not a private good, and should, therefore, be supplied equally to all. I am inclined to believe that this argument misconceives the nature of public goods. Public goods are characterized by two characteristics, non-excludability and non-exhaustibility, which means that only one quantity can be supplied to the citizenry within a given jurisdiction, that the citizenry?s enjoyment the good is entirely passive, and that the good must be equally provided to all, whether they like it or not.
Clearly neither of these characteristics nor their implications applies to educational services, at least not for the most part. Consequently, most economists believe that educational services are primarily private goods. For a friend of education, this should generally be seen as a good thing. The single most powerful implication of the theory of public goods is that they tend to be under supplied. The principal exception to this generalization occurs where they are combined with private goods and dominated by the latter.
However, to say that education is not primarily a public good does not mean that this argument is wrong. Repairing it in this case is fairly straightforward. Equity or, more correctly, enjoying the benefits of living in a reasonably fair and equitable community is itself a public good and the delivery of educational services and amenities may be an effective means of promoting its provision. However, the relationship between educational services and a more equitable society is an empirical question, one that that most of those calling for equal student funding neither ask nor answer. My own view of the evidence is that improving access to and the scope of pre-school services and meeting students? basic needs and, thereby, raising attendance once they have started school will go further toward improving outcomes for students from low-income families than increasing school resources per se, and that those things are appropriately state responsibilities
Opposition to using local property taxes to finance schools also rests upon a peculiar view of democratic governance, which holds that citizens are entitled to certain services simply ?by virtue of their membership within a polity,? that governments are obligated to provide these services equally to all, and that this obligation cannot be outweighed by other considerations. Consequently, if education is one of the services to which the citizens of a state are entitled, it must be provided equally to all. Here too, I am inclined to take issue with the argument. I would freely grant that all citizens have certain rights and have been afforded certain entitlements, but what those entitlements are and how far they go is entirely a matter for the members of the polity to decide through its participation in the processes of democratic governance, deliberation, and debate. Folks are well within their rights to argue that education should be a service to which all citizens are equally entitled; that education is a service to which all citizens are equally entitled violates both fact and logic.
Indeed, I would argue that, from the standpoint of democratic governance, the most important criterion by which any institutional arrangement should be judged is the degree to which it promotes citizen engagement and participation in the management of the polity and an understanding of the consequences of collective choices for themselves and their neighbors. And, while this factor does not outweigh all other considerations, it should weigh very heavily in our assessment of alternative institutional arrangements.
From this standpoint, our idiosyncratic system of fiscal federalism appears to work fairly well in general and specifically with respect or the governance of public education. There is evidence that the system promote citizen monitoring of school performance, that higher tax prices and home ownership are associated with higher levels of monitoring, and that greater reliance on property taxes and other measures of decentralized control are associated with greater efficiency on the part of school districts. Further, looking at interstate variations in average student achievement, operating stability, flexibility, and transparency, one consistently finds that they are inversely related to state level financing and control, both in cross-sectional analysis and panel studies. U.S. Attorney General Eric Holder made an impassioned call this week to overturn "stand your ground" laws in states across the nation in the wake of George Zimmerman's acquittal in Trayvon Martin's shooting death.
But is there any hope of that happening in Florida, the law's birthplace? No, according to supporters ? and even opponents ? of the controversial legislation.
Addressing the NAACP national convention in Orlando on Tuesday, Holder, to wild applause, said it's time to "question the law that senselessly expanded the concept of self-defense."
But that clarion call was not met with the same enthusiasm by the National Rifle Association.
"The Attorney General fails to understand that self-defense is not a concept, it's a fundamental human right," Chris W. Cox, executive director of NRA's Institute for Legislative Action, wrote in an email statement Wednesday. "To send a message that legitimate self-defense is to blame is unconscionable, and demonstrates once again that this administration will exploit tragedies to push their political agenda."
The NRA and President Barack Obama have been at odds over gun laws since before he took office. His election in 2008 and re-election in 2012 set off gun-and-ammunition buying sprees by Americans fearing both might be banned or highly restricted.
Contrary to Holder's remarks, "stand your ground" was not invoked in the second-degree-murder trial that ended with Zimmerman's acquittal. His defense team put on a traditional case of self-defense ? saying its client was a victim who killed an attacker ? Trayvon ? after being overpowered and facing death or serious injury.
Florida Sen. David Simmons, R-Maitland, who helped draft the 2005 law ? the nation's first ? said Holder hadn't done enough research before calling to overturn "stand your ground."
"The U.S. Supreme Court adopted 'stand your ground' 90 years ago [on federal lands] ? I found it inappropriate for him to make inappropriate criticism of any law," said Simmons, a lawyer of 36 years. "The attorney general is simply inaccurate. This is common-sense legislation that protects the innocent."
Simmons said the possibility of the law being overturned in Florida was "exceedingly limited, somewhere between zero and 1 percent."
Kareem K. Jordan, a professor of criminal justice at the University of Central Florida, also doubted the current makeup of Florida legislators would repeal the law.
"We have a state in terms of the Legislature and the governor who are fairly conservative," Jordan said. "The only chance of repeal would be to elect brand-new people to office. But with the culture of this state, I highly doubt that will be the case."
Gun ownership and the right to carry firearm remains especially strong in the Sunshine State. Florida currently has 1.1 million active carry-concealed-weapon-permit holders, more than any other state, records show. And almost anyone 21 or older can legally carry a loaded handgun in a motor vehicle without a permit.
On the day Holder spoke in Orlando, the Rev. Al Sharpton stood outside Department of Justice headquarters in Washington and called for a federal civil-rights investigation into Trayvon's death. At the same time, he announced his group, the National Action Network, will "use Florida as the testing ground to challenge and change the 'stand your ground' laws in 29 states."
After hearing the chorus of calls for repeal of "stand your ground" Tuesday, Gov. Rick Scott's office responded with a written statement.
"Immediately following Trayvon Martin's death, Governor Scott called a bi-partisan Special Task Force with 19 citizens to review Florida's Stand Your Ground Law," it read in part. "This Task Force listened to Floridians across the state and heard their [viewpoints] and expert opinions on this law. The task force recommended that the law should not be overturned, and Governor Scott agrees."
Florida's "stand your ground law" states, in part: "A person who is not engaged in an unlawful activity and who is attacked in any other place where he or she has a right to be has no duty to retreat and has the right to stand his or her ground and meet force with force, including deadly force, if he or she reasonably believes it is necessary to do so to prevent death or great bodily harm to himself or herself or another."
The law dropped a long-standing requirement to try to retreat before using deadly force. The change was opposed by Florida prosecutors and law-enforcement officials who said existing state law at the time adequately covered self-defense killings.
In a 2006 investigation examining the first five months after the law was enacted, the Orlando Sentinel found 13 people in Central Florida were shot at in cases in which "stand your ground" was invoked. Six died. Four were wounded. Three escaped harm. Only one was also armed.
The law created widespread confusion at first among police, who were not allowed detain or arrest a suspect claiming "stand your ground" without clear evidence of another motive ? such as anger or malice. So some Central Florida cases were turned over to prosecutors without an investigation.
Arthur C. Hayhoe, founder of the Florida Coalition to Stop Gun Violence, opposes the law ? but doesn't think it stands a chance of being overturned.
"No Republican will ever vote against an NRA bill in Florida," said Hayhoe, one the state's few vocal gun-control advocates. "When it hit the fan in 2005, we did our best to scream and holler that the law was trying to correct a problem that didn't exist. ... There was never a problem with self-defense in Florida."
He hopes to assist the NAACP and others to overturn the law, Hayhoe said.
Sean Caranna, founder of Florida Carry ? a group advocating armed-self-defense rights ? said restoring the requirement to attempt to retreat would backfire. He questioned, for example, how an armed Good Samaritan trying to save someone being beaten to death by an attacker should comply with the retreat requirement.
"It really creates a bad set of circumstances where you have to add something before protecting someone's life," Caranna said. "Defending life should be the priority."

AccuWeather.com reports heavy rain could cause serious problems across the Four Corners region through the middle of the week.This rain has been retrograding westward since the weekend, bringing the heavy rain and storms from Texas and Oklahoma into the Four Corners area.
While some areas of extreme drought across New Mexico, Arizona and Colorado could benefit from the rain, many will have too much in a short period of time to be of help. Instead, flooding will take place.
The regions most at risk are higher terrain and areas recently burnt by wildfires.
Higher elevations are more likely to have these pop-up thunderstorms that will have the potential to dump 1-3 inches of rain in some places in just one day. But locally, some areas could get up to 5 inches in a day or two.
This amount of rain can flood streets and homes, overflowing creeks and streams.
While slightly lower totals are likely at lower terrain, the recent dry weather will make certain regions more susceptible to flooding.
This includes areas that were affected by the Black Forest fire in June, one of the most destructive fires in Colorado history.
The dry soil will be unable to absorb the rain as it falls heavily and for longer periods of time. This will therefore lead to potentially dangerous flash flooding.

You know that sad feeling you get when a headache's coming on while watching a 3D movie and you remember that you can't actually take the glasses off for a few seconds of relief because the ghosted 2D image is even harder to watch? That could be a thing of the past as researchers from the University of California Santa Cruz have developed a new kind of 3D display that doesn't appear ghosted when you're not wearing those special glasses.
Traditional 3D projection systems use two overlaid images, one for each eye that's singled out by those glasses you have to wear. But this new system works its 2D/3D magic by projecting an additional third image that's a negative of the image destined for the right eye. So when you're not wearing glasses it cancels out the right eye image, leaving just the un-ghosted left. But when you are sporting those less-than-stylish specs, the third image is filtered out, so you can see the 3D effect as intended.
In its current state the new 2D/3D system isn't perfect, though. The technique leaves the 2D image lacking contrast, so to compensate the researchers had to increase the brightness in the left image compared to the right in 3D mode. But through experimentation they managed to find a good balance where the researchers claim the difference in brightness didn't take away from the experience. Rhythm and blues singer Stevie Wonder said he will not perform in Florida until the state discards a "stand your ground" law that played a prominent role in the defence of neighbourhood watchman George Zimmerman who was acquitted in a racially charged murder trial.
The Rock and Roll Hall of Famer made his comments at a concert on Sunday in Quebec City, Canada, according to a video posted on YouTube.
"For the gift that God has given me, I decided today that until the 'stand your ground' law is abolished in Florida, I will never perform there again," Wonder said to applause.
He did not mention the Zimmerman trial by name in the video-clip posted online.
A jury acquitted Zimmerman, 29, on Saturday of second-degree murder and manslaughter in the 2012 death of unarmed 17-year-old Trayvon Martin in Sanford, Florida. The verdict touched off demonstrations in major American cities.
Prosecutors said Zimmerman, who is Hispanic, wrongly suspected Martin of being a criminal because he was black. Defence lawyers argued Zimmerman shot Martin in self-defence.
The Florida law, which was approved in 2005 and has been copied in some form by about 30 other states, allows people fearing for their lives to use deadly force without having to retreat from confrontation, even if it is possible.
"For wherever I find that law exists, I will not perform in that state or in that part of the world," Wonder added.
Wonder, 63, has no future concert dates listed on his website. He is expected to perform at the Global Citizen Festival in New York's Central Park in September.

Much of Snowden?s revelations of U.S. national security secrets shows that his aims were not?pure: he got hired in order to penetrate?U.S. security, he became an ally of anarchist Julian Assange, he went to China, he stayed in Russia,?he planned to go Venezuela, and he also revealed?secret operations against Iran?s nuclear program.
The list showing he was not a truthful whistleblower is long. It suggests Snowden?s means and motives are as pure as week-old snow in Manhattan.?
Snowden claimed he wanted to stop U.S. government spying on U.S. citizens, but he could have done a lot more good with a lot less revelation, and he could have stayed home and easily taken advantage of the ?whistleblower? laws and the office of Inspector General inside various branches of the U.S. government.
Snowden also could have leaked to reputable U.S. newspapers like the Wall Street Journal, New York Times or Washington Post, who would have vetted his charges. Snowden?went elsewhere, because he did NOT want to be checked.
President Obama knew from the outset that Snowden was a serious security breach, not the ?29-year-old hacker? Obama pretended (badly!!!) he was in a statement a few weeks ago. Yet, when Obama thinks of damage control, he worries about the damage to his reputation rather than damage to secret counter-terror programs and data.
America?s commander-in-chief does not want to admit that his ?friends? in the governments of China and Russia (remember that ?re-start? promised by Obama and Hillary Clinton) are working hard to grab U.S. national security assets and welcomed Snowden?s betrayal. They are also helping Syria, Iran and North Korea.?
This is not the first time that Obama and his appointees have belittled or covered up major security lapses and had major lapses in judgment. President Obama and Hillary Clinton worked tirelessly to hide the sad truth about the lack of preparation and mishandling of the terror attack on U.S. diplomats in Libya.
U.S. officials who want or wanted to tell the truth were warned not to do so by Obama Administration officials.
Meanwhile, top?Obama officials?Leon Panetta, John Brennan and Tom Donilon?have?been accused of being the source of major security leaks, among them, divulging the existence of a Saudi-British agent inside al-Qaeda, Israeli-U.S. action against Iran?s nuclear program, and even in?the killing of Osama Bin-Laden.
Critics are right when they say that the officials likely leaked material because they hoped to boost Obama?s image as an anti-terror gladiator.
In the last week, Obama Administration officials went public to divulge what they said was an Israeli attack on Syria?s stockpile of advanced Russian missiles in Latakia.
?Israel?carried out an air attack in?Syria?this month that targeted advanced anti-ship cruise missiles sold to the Syria government by?Russia, American officials said Saturday,? according to a report in The New York Times.
Israeli officials were quite upset by this leak, as they have been by previous sloppy and/or malicious Obama Administration leaks. There are similar feelings among?security officials in Britain, France, Germany and Saudi Arabia. They have all learned the Obama Administration values a headline more than the bottom line in security.
Yet at the same time that Obama officials are leaking like a busted pipe, they tapped and probed?a whole AP bureau and insinuated that Fox TV reporter James Rosen was a criminal because they were not playing by the Obama playbook.
Obama and Eric Holder said George Bush and Dick Cheney trampled human rights with their?counter-terror programs, but Bush-Cheney did not engage in massive surveillance of the press. They asked The New York Times not to publish and reveal certain programs such as TSP (Terror Surveillance Program) and bank monitoring.
The New York Times refused, and it published material that hurt U.S. security, alerting terrorists to programs that would have caught them. These Bush programs were narrowly focused delicate boutique operations, compared to the wholesale surveillance spree of Obama and Company. Just ask your local cell phone carrier.
The Obama Administration has also been tremendously aggressive in using legal powers against anyone whose leaking discomfits it.
?Eric Holder, attorney general under President?Barack Obama, has prosecuted more government officials for alleged leaks under the World War I-era Espionage Act than all his predecessors combined, including law-and-order Republicans John Mitchell, Edwin Meese and John Ashcroft,? Bloomberg News reported several months ago.
Like plumbers drilling holes in their own pipes, Obama and his staff have?been guilty of great security leaks which they try to cover up by clamping down on others. ?
We should not be rooting for Edward Snowden, but it is hard to decide who is worse?the ?hacker? or the political hacks who have made American national security such a joke.
