TORONTO (AP) ? NHL labor negotiations will resume Wednesday, with mediators rejoining the talks at an undisclosed location in an effort to save the hockey season.

The Canadian Press on Tuesday reported the restart of bargaining between the league and union, citing unidentified people on both sides of the lockout.

U.S. federal mediators Scot Beckenbaugh and John Sweeney are to return to the process. They took part in sessions Nov. 27 and 28 before deciding they couldn't help.

The Federal Mediation and Conciliation Service, based in Washington, also was involved during the lockout that canceled the 2004-05 NHL season, with Beckenbaugh attending sessions.

As recently as last week, Commissioner Gary Bettman indicated he didn't think mediators would be able to help bridge the gap.

"We're not interested in mediation," he said Thursday. "We went through it a week and a half ago. It was of no value because of the position of the parties."

Tuesday marked the 87th day of the lockout. Wednesday's session will be the first meeting since the sides blamed each other after talks broke off last week.

Until then, they appeared to be making progress during three days in New York in which they exchanged proposals. Union executive director Donald Fehr maintains there are agreements on almost all the important issues.

From the league's point of view, three main issues remain: the length of the collection bargaining agreement, rules governing term limits on contracts and the transition rules to help teams get under the salary cap.

There are also secondary issues yet to be agreed on, including the continued participation of NHL players in the Olympics, the international calendar and drug-testing rules.

In all, more than 40 percent of the regular season that was scheduled to begin Oct. 11 has been scratched.

The NHL eliminated 16 more days from the regular-season schedule Monday, canceling games through Dec. 30 in addition to the New Year's Day Winter Classic and the All-Star Game, which were already wiped out.

The latest cancellations generally were regarded as both bad news and good news.

While losing another two weeks hurts the league and the players, the fact that the NHL did not take more games off the schedule sparked speculation owners are holding out hope of making a deal that could start the season in early January.

Bettman has said the league would not want to play anything less than a 48-game season, which is what it had after 1994-95 lockout ended.

Hugo Chavez recovering after 'complex' cancer operation in Cuba

CARACAS, Venezuela - Venezuelan President Hugo Chavez was recovering in Cuba on Tuesday after an operation targeting an aggressive cancer that has defied multiple treatments and has prompted the socialist leader to name a political successor.

Vice-President Nicolas Maduro spoke on Venezuelan television after the surgery, saying that "it's been a complex operation." He indicated that the surgery lasted more than six hours and said it was completed "correctly and successfully."

Maduro, who was designated by the president on Saturday as his preferred political heir, made the announcement in Caracas flanked by other Chavez aides and military commanders. Maduro then led an outdoor vigil where the president's supporters joined hands in prayer and sang along with a recording of Chavez singing the national anthem.

"We've lived through complex moments of tension," Maduro said, without giving details.

It was the fourth cancer-related operation that Chavez has undergone since June 2011.

Three days before the surgery, Chavez announced that he needed to have surgery again after tests showed "some malignant cells" had reappeared in the same area of his pelvic region where tumours were previously removed.

Chavez said beforehand that the surgery would present risks.

Afterward, Maduro said that Chavez had been moved to a room to recover and begin "special treatments" under the care of a team including medical experts from Venezuela, Cuba and elsewhere.

With Chavez in Havana were his children and grandchildren as well as political allies including National Assembly President Diosdado Cabello and Oil Minister Rafael Ramirez, Maduro said.

"We're waiting for you here," Maduro said, addressing Chavez on television. "You have to return, and we're waiting for you here, your children, we who've sworn to be loyal to you even beyond this life."

Maduro added: "If there were another life, we'd be loyal and we'd be your soldiers forever."

After he spoke, some of the president's supporters in a Caracas plaza broke into chants of "El Comandante will live!"

Supporters held a prayer meeting in downtown Caracas while the surgery was under way, singing hymns.

"We ask God, to allow him to live," said Carmen Romero, who participated in the gathering. Some held up posters of Chavez as they sang.

On the city's streets, Venezuelans on both sides of the country's deep political divide voiced concerns about Chavez's condition and what might happen if he ultimately doesn't survive his illness.

"It's difficult to think about Venezuela without Chavez," said Rafael Perdomo, a mechanic who has supported the president since 1998, when he first ran for the presidency. "I fear that we, the poor, could lose everything if Chavez dies."

Chavez recently said for the first time that if his illness cuts short his presidency, Maduro should take his place and be elected president to continue on with his socialist movement. But Perdomo said he didn't trust Maduro the way he trusts Chavez.

Others Venezuelans said that while they're sorry about Chavez's health and wish him the best, it isn't a particular concern for them. Many were out buying Christmas gifts and shopping for food as they prepared for the holiday season.

"I'm sorry about what is happening to the president, but for many of us life goes on," said Maria Colmenares, a housewife and opposition supporter, as she left a supermarket with bags of groceries and stood on a street corner waiting for a taxi.

"I feel pity for Chavez and his people, especially the Chavistas because they have put all their hopes in the president and they know that nobody is capable of replacing Chavez," Colmenares added. "None of Chavez's collaborators have his charisma."

Chavez received a flurry of get-well messages from leaders across Latin America, including the presidents of Chile, Peru and other countries. Ecuadorean President Rafael Correa, who visited Chavez in Havana on Monday, said his ally was undergoing a "very delicate operation."

"He's passing through one of the hardest moments of his life. Our heart and our solidarity are with a historic president," Correa said at an event Tuesday in the Ecuadorean city of Tulcan.

Those sending messages of support ahead of the operation included American actor Sean Penn, who joined a Monday night candlelight vigil in Bolivia organized by the Venezuelan Embassy. He wore a track suit emblazoned with the colours of Venezuela's flag, just like one that Chavez has worn.

"He is one of the most important forces we've had on this planet. And I will wish him nothing but that great strength he has shown over and over again," Penn told a crowd at the vigil, his voice quavering with emotion. He called Chavez "inspiring."

Throughout his nearly 14-year-old presidency, Chavez has been loved by some Venezuelans and reviled by others as he has nationalized companies, crusaded against U.S. influence and labelled his enemies "oligarchs" and "squalid ones."

The 58-year-old president won re-election in October and is due to be sworn in for a new six-year term on Jan. 10. If Chavez were to die, the constitution says that new elections should be called and held within 30 days.

Chavez first announced he had been diagnosed with cancer in June 2011. He underwent a surgery for a pelvic abscess, and then had a baseball-sized tumour removed from his pelvic area. In February, he underwent another surgery when a tumour reappeared in the same area.

He has also undergone months of chemotherapy and radiation treatments. Throughout his treatments in Cuba, Chavez has kept secret some details of his illness, including the exact location and type of the tumours.

Chavez had previously said in July that tests showed he was cancer-free. But he said over the weekend that a new round of tests in Cuba had again found cancerous cells.

FBI: Hate crimes down slightly in 2011

WASHINGTON (AP) ? The FBI says the number of hate crimes reported to police in 2011 declined slightly compared to the previous year.

Nearly half of the reported hate crimes in 2011 were motivated by racial bias, and one of every five hate crimes was motivated by a sexual orientation bias or religious bias. One in five was motivated by bias involving national origin or ethnicity.

Nearly 60 percent of the people who allegedly committed hate crimes were white. Some 20 percent were black.

The FBI has been collecting information on hate crimes for more than two decades. The highest-recorded number of hate crimes was in 2001, when 9,730 such crimes were reported.

Law enforcement agencies reported 6,222 hate crimes last year, compared to 6,628 in 2010 and 6,604 in 2009.

Man walks into TV station, confesses to fatal shooting

Wanted for murder, Brandon Lamont Bailey surrendered to police at a TV station in Lexington, Kentucky, to make sure his claim of self-defense was heard. NBCNews.com's Dara Brown reports.

By Daniel Arkin, NBC News

Employees at a television station in?Lexington, Ky.,?got quite the surprise Monday when a man wanted for murder walked into the studio lobby to turn himself in to police.

Brandon Lamont Bailey, 28, the central suspect in the shooting death of 22-year-old Anthony Logan, showed up at NBC's LEX 18 station at approximately 10 a.m. He told station employees that he shot and killed Logan in self-defense after the two men were involved in a fight, LEX 18 assignment manager Mike Taylor said.

?He was calm, kind of teary-eyed,? Taylor said. ?He kept telling us the story over and over and over, claiming it was self-defense.?

According to Taylor, Bailey walked in and approached the station?s front desk receptionist, who placed a call to Taylor while Bailey sat on a couch in the ground floor lobby. Shortly after, Taylor called police.

When Taylor and the receptionist told Bailey they had contacted the police, he said, "I'm fine with that," according to Taylor. Bailey spoke with Taylor and the receptionist for approximately 10 minutes before officers arrived, Taylor said.

"He seemed a little remorseful," Taylor said. "We didn't ask him why he [came to the station]. We basically just let him talk. It was a calm situation."

The receptionist asked Bailey if he was carrying a weapon. Bailey replied that he did not have a gun on his person, Taylor said.

Bailey said he had purchased a bus ticket to Louisiana to hide with family, but was persuaded by other family members to turn himself over to police, according to the LEX 18.

In a video recorded by LEX 18, Bailey tells the arresting officer his side of the story.

?If I was wrong, if I didn?t do nothing, I got my bus ticket in my pants. I was going to Baton Rouge, La. If I was wrong, if I killed that boy in cold blood, y?all wouldn?t have caught me. Y?all would have to kill me. Y?all would have to come and find me and all that other stuff.?

Bailey is now in police custody, Taylor said.?He allegedly shot and killed Logan on the evening of Dec. 1 in front of Logan?s sister?s apartment. Bailey is charged with murder, in connection with a warrant issued the day after the incident, according to Lexington Police spokeswoman Sherelle Roberts.

How to Avoid Heart Disease | Health and Fitness Tutor

Heart disease consists of a number of problems affecting blood vessels in the heart and throughout the body. The types of heart disease are:

Coronary artery disease, which is also known as CAD, is the most common form of heart disease that leads to heart attacks. CAD is when the arteries become hard and narrow. This causes the blood to have a hard time flowing properly leaving the heart without the amounts of blood it needs to function correctly.

CAD leads to angina, which is pain in the chest feeling like a squeezing pain in the chest and sometimes in the arms, neck, jaw, and back. Some people state it also feels like indigestion. Angina is not a heart attack, yet it can be a sign of a future heart attack. Heart attack is another element of CAD. This occurs when the arteries are either completely blocked or severely damaged.

Heart failure happens when the heart is unable to pump the blood through the body, leaving the primary organs to receive insufficient amounts of blood and oxygen. The signs of heart failure are shortness of breath or feeling like there is not enough air, swelling in the legs, ankles, and feet, and extreme tiredness or fatigue.

Heart arrhythmia is the changing of the heartbeat. People suffering from this complain of dizziness, feeling faint, out of breath, and having chest pains. In some cases, the irregular heartbeat is harmless yet in others, it results in surgery to install a pacemaker.

Women need to worry about heart disease since one out of four women in America die of heart disease. In 2004, nearly 60more women died of cardiovascular disease than all forms of cancer combined. The odds of developing heart disease; increases with age. Both men and women have heart attacks yet women die more frequently from them then men.

To help prevent heart diseases know your blood pressure. People with high blood pressure do not always show signs so it is recommended to have your blood pressure checked every 1 to 2 years.

Avoid smoking since as it is one of the leading contributors to heart disease.

Get tested for diabetes. People with diabetes have increased risks of heart disease and other serious health problems.

Get your cholesterol checked. High cholesterol clogs the arteries keeping your heart from getting the blood it needs. This leads to heart attacks.

Maintain a healthy weight. Being overweight increases your risks of heart disease.

Limit alcohol consumption to one drink a day with no more than a 12-ounce beer or a 5-ounce glass of wine.

Find healthy ways to deal with stress. Stress is a silent factor for heart disease.

Changing your current life style can help reduce the risks of heart disease.

Add exercise and a healthy diet to your life to improve the quality of life and reduce the risks of heart disease.

Build a Logo That Delivers the ?Real? Company Message

Okay, so you?re done with your new product or maybe you have successfully established a company. But come to think it: the things you need to do may not be100% completed yet. What?s missing? It?s the logo.

Thinking of a concept is considered the most difficult task that often makes the marketing industry struggling. A brand or label is as important as the company name. Without branding, a business will not certainly be known or identified. This is the reason why creating an emblem has become a challenge to all involved in the business ? the investors, corporate management, and designers.

Know What the Customers Want

Your goal in creating an emblem is not just for the company to have its branding, right? You are actually planning to build a logofor customers to easily identify your company.

Customers play a big role in generating a brand. Behind every design are consumers. If you?re planning to launch or reintroduce a business and do not have any idea on what design to make, you may opt to take the pulse of the public. Conduct a survey. Ask them the most appropriate object or design that may jibe with the nature of the business, match the services and products offered, or at least maybe a better representation. Without these valuable customers, any business won?t succeed. Their ideas, thoughts, and wants really matter.

Guide to Start Planning

In establishing a business but having a limited budget, the chance of successfully establishing a brand can be difficult. You have to make wise and good decisions in every step you will do. To increase the chance of obtaining a nice design, you have to know these things and consider them during the process of planning:

  1. What other things can help to make your brand stronger?
  2. What do customers say about your competitors? emblem?
  3. How can you connect your emblem to the emotion of clients?
  4. Will this brand be easy to remember?
  5. Can the customers easily recognize that the brand belongs to you?

The answers to these questions may help you in planning and producing your own draft of design. This can be a helpful guide to you.

Do a Research

There are several methods and ways in conducting a customer research. You can do surveys, interviews, or rely on online reviews. Knowing the customers? opinion can help you make a plan to build a logo.

You can also do a little experiment. For example you are browsing hundreds of sample designs. Try not to look for a design or idea first. Instead, put yourself in the shoe of a client. What will be your reaction toward the emblem? Are you a bit confused of what it really conveys? Are you satisfied with the color combination or will you prefer another set of color? Do you much like it when it is simple or extravagant? Knowing the answer to these questions can help you build a logo that will match with the ?real? message of the company.
